<p>British Columbia invited 357 immigration candidates through <a href="https://www.reliablevisas.com/">Provincial Nominee Program</a> (PNP) draws held on November 23.<br />

<p>The province held two draws through the <a href="https://www.reliablevisas.com/">British Columbia Provincial Nominee Program</a> (BC PNP) and invited candidates from the <a href="https://www.canadavisa.com/british-columbia-provincial-nominee-program.html#SkillsImmigration">Skills Immigration</a> (SI) and <a href="https://www.reliablevisas.com/">Express Entry BC</a> (EEBC) streams.</p>
<p>Invitations were issued to those from the <a href="https://www.reliablevisas.com/">Skilled Worker</a>, <a href="https://www.reliablevisas.com/">International Graduate</a> as well as <a href="https://www.reliablevisas.com/">Entry Level and Semi-Skilled</a> sub-categories of SI and EEBC streams.</p>

<p>The majority of the invitations, 258, were sent through a general draw. These candidates received invitations if they met the minimum score requirements between 71 and 97, depending on the program for which they are eligible.</p>
<p>Another draw targeted candidates whose occupation falls under NOC 0621 (retail and wholesale trade managers) or NOC 0631 (restaurant and food service managers). That draw resulted in 99 invitations with minimum scores of 103 across the board.</p>
<p>Since February, British Columbia has been conducting a separate round of invitations twice a month as part of its PNP program. These draws are being held due to the high number of candidates from particular labour market sectors who are registered in the province’s Skills Immigration Registration System (SIRS).</p>
<p>So far this year, B.C. has issued nearly 11,000 invitations through various BC PNP streams.</p>

<h2>About the BC PNP</h2>
<p>The BC PNP aims to attract foreign workers who are in high demand in the province and who wish to become permanent residents of Canada.</p>
<p>The BC PNP has two main immigration streams, Skills Immigration and Express Entry, both of which are divided into sub-categories. These streams are managed under B.C.’s <a href="https://www.reliablevisas.com/">Skills Immigration Registration System</a> (SIRS). In order to apply through the SIRS, you are first required to register an account. Once this is done, you will be assigned a score based on factors such as education, work experience, and language skills.</p>
<p>The highest-scoring candidates from each sub-category are then invited to apply for a provincial nomination to apply for permanent residency when British Columbia conducts one of its regular draws.</p>
<p>If you received an invitation you will have 30 days from the date of the invitation to submit a complete application through the BC PNP online system.</p>

<p>Once you submit a complete BC PNP application package you will be notified of the province’s decision within approximately two to three months. If your nomination is successful, you become eligible to apply to <a href="https://www.reliablevisas.com/">Immigration, Refugee and Citizenship Canada</a> (IRCC) for permanent resident status under the Provincial Nominee Class.</p>
<p>The nomination is valid for approximately six months from the date of confirmation.</p>
<p>As a <a href="https://www.reliablevisas.com/">provincial nominee</a>, you may receive an additional 600 points under the CRS and therefore have a score high enough to receive an <a href="https://www.reliablevisas.com/">Invitation to Apply</a> (ITA) during a subsequent federal <a href="https://www.reliablevisas.com/">Express Entry draw</a>.</p>

<p>There are many reasons for choosing Nova Scotia as an immigration destination.</p>

<p>Nova Scotia is one of Canada’s Maritime provinces and is located on the east coast. The province is known for its spectacular rocky landscapes, seascapes, and beautiful wilderness.</p>
<p>Traditionally, Nova Scotia’s economy was based on its abundant natural resources, particularly its fisheries. This is still the case today, but the province’s economy has since become more diversified. It is now also supported by trade, new technologies, and tourism—an industry fueled by visitors from cruise ships passing through the port of Halifax, the capital.</p>
<p>Nova Scotia has relied on immigration for the past several years as it grapples with a demographic crisis caused by an aging population and low birth rate. Efforts to attract newcomers to the province have been met with success and have allowed <a href="https://www.reliablevisas.com/">the population to grow</a> in recent years. The province’s population is estimated to have reached a record <a href="https://www.reliablevisas.com/">high of 992,055 in July</a>. The growth, according to the Nova Scotia government, can widely be attributed to increased immigration to the province.</p>

<p>Recent polls also show that Atlantic Canadians, including Nova Scotians, are among the <a href="https://www.reliablevisas.com/">most supportive</a> of immigration, surpassing the <a href="https://www.reliablevisas.com/">national average</a>.</p>
<h2>How do I immigrate to Nova Scotia?</h2>
<p>The <a href="https://www.reliablevisas.com/">Provincial Nominee Program</a> (PNP) and <a href="https://www.reliablevisas.com/">Express Entry</a> are Canada’s main economic immigration pathways.</p>
<p>Express Entry uses a <a href="https://www.reliablevisas.com/">Comprehensive Ranking System</a> (CRS) under which points are accumulated based on human capital factors such as age, education, and language proficiency. While in most cases Express Entry applicants do not need a job offer, having one results in an additional 600 points, and therefore a better chance of being invited to apply for <a href="https://www.reliablevisas.com/">permanent residence in Canada</a>.</p>
<p>Canada’s PNP operates differently in that it is essentially a large network of immigration streams, each of which has its own set of criteria. The PNP was introduced in the 1990s to ensure a more balanced distribution of the benefits of immigration throughout the country. The program gives participating provinces and territories the opportunity to introduce immigration streams that help them identify and attract the economic immigrants they need. PNPs are different from province to province, with each province determining its own nomination requirements and with its own allocation quotas set by the federal government.</p>

<p>In order to <a href="https://www.reliablevisas.com/">immigrate to Canada</a> through a PNP, you must first get a nomination from the province or territory.</p>
<p>Canadian provinces and territories with a PNP also have at least one “enhanced” nomination stream, meaning one that is linked to the federal Express Entry system. The <a href="https://www.reliablevisas.com/">Nova Scotia Nominee Program</a> (NSPN) is among them.</p>

<h2>Immigrate to Nova Scotia Without a Job Offer</h2>
<p>Over the past four weeks, <em>CIC News</em> has covered a number of Express Entry-linked PNPs that don’t require a job offer, namely those operated by <a href="https://www.reliablevisas.com/">Ontario,</a> <a href="https://www.reliablevisas.com/">Saskatchewan</a>, and <a href="https://www.reliablevisas.com/">Alberta</a>.</p>

<p>Nova Scotia has a wide range of immigration pathways that cater to a variety of candidate profiles. One of these pathways, <a href="https://www.reliablevisas.com/">Nova Scotia Labour Market Priorities stream</a>, is an option for those who would like to move to the province but do not yet have a job offer.</p>
<p>To be eligible for a nomination under this stream you will need to:</p>
<ul>
<li>have a valid Express Entry profile number;</li>
<li>have stated in your Express Entry profile that you intend to move to Nova Scotia;</li>
<li>have received a Letter of Interest from Nova Scotia;</li>
<li>meet the criteria in effect when you receive the Nova Scotia Letter of Interest (these criteria differ from one invitation round to another);</li>
<li>meet the work experience requirements for the Express Entry stream for which you have qualified (<a href="https://www.reliablevisas.com/">Federal Skilled Worker Program</a>, <a href="https://www.reliablevisas.com/">Federal Skilled Trades Program</a>, and <a href="https://www.reliablevisas.com/">Canadian Experience Class</a>);</li>
<li>have the required supporting documents to demonstrate your work experience;</li>
<li>have proof of your immigration status in the country where you currently live;</li>
<li>be able to show that you have the means to support yourself and your family.</li>
</ul>
<h2>NSNP Application Process</h2>
<p>The first step is to make sure that you meet all the eligibility requirements of the Nova Scotia Labour Market Priorities stream.</p>
<p>The next step is to create an Express Entry profile.  Creating an Express Entry Profile has several advantages. Not only does it allow Nova Scotia to draw you from the pool of candidates under its provincial stream, but it also puts you in a position to receive an <a href="https://www.reliablevisas.com/">Invitation to Apply</a> directly from <a href="https://www.reliablevisas.com/">Immigration, Refugees and Citizenship Canada</a> under federal programs, if you meet the CRS requirements.</p>

<p>Once you are in the Express Entry pool, you may receive a Letter of Interest from the Nova Scotia Office of Immigration (NSOI) inviting you to apply for a provincial nomination. Once you receive this letter,  you will have 60 days to submit your nomination application to the province.</p>
<p>If your application is successful, you will get your nomination certificate. Your nomination will also be uploaded to the Express Entry system. You’ll have 30 days to accept your nomination through the Express Entry system.</p>
<p>Accepting the nomination will give you an additional 600 CRS points.  Getting the extra CRS points essentially guarantees that you will receive an invitation to apply for permanent residence in the next Express Entry draw.</p>
<p>The nomination certificate expires six months after it is issued. You will need to apply for permanent residence at IRCC within this period.</p>

<p>The Priority Skills Newfoundland and Labrador is a new <a href="https://www.reliablevisas.com/">Provincial Nominee Program</a> (PNP) for highly educated, highly skilled newcomers with specialized experience in areas where demand has outpaced local training and recruitment, such as technology and ocean sciences occupations.</p>
<p>The program was created to help address local labour shortages. To be eligible, newcomers need at least one year of work experience in one of Newfoundland’s <a href="https://www.reliablevisas.com/">in-demand occupations</a>. It is also open to post-graduates who completed a Masters or Doctorate degree at Memorial University within the past three years.</p>

<h3>How the Priority Skills program works</h3>
<p>The Priority Skills Newfoundland and Labrador operates as an Expression of Interest (EOI) system. Interested candidates complete an EOI, and receive an invitation to apply through the province’s online portal.</p>
<p>Invited individuals receive a provincial nomination if they meet all the criteria for either the Skilled worker, or Express Entry Skilled Worker categories. This nomination will support a subsequent application for Canadian permanent residence to the federal government.</p>
<p>Applicants fill out a questionnaire to get their EOI score. Those who get above 60 points will be visible to local employers who have accounts with the province’s Office of Immigration and Multiculturalism.</p>
<p>It is not necessary to have a job offer to apply to the province’s new <a href="https://www.reliablevisas.com/">Provincial Nominee Program</a>. Applicants need to score highly in the EOI system and have received interest from local employers.</p>

<p>Among the various streams that are operated under the SINP, there are two very active provincial nomination streams that do not require job offers. The first is the <a href="https://www.reliablevisas.com/">Saskatchewan Express Entry</a>-linked stream, which does, however, require one to have an active profile in the federal Express Entry system in order to apply.</p>
<p>The Express Entry sub-category is an enhanced PNP, which means it is linked to the federal Express Entry system. Express Entry candidates who receive a provincial nomination from the province of Saskatchewan are awarded an additional 600 points toward their CRS score. This award effectively guarantees them a chance to apply for <a href="https://www.reliablevisas.com/">Canadian permanent residence</a>.</p>

<p>In order to be considered for an invitation to apply for a provincial nomination under this stream, candidates must create an Express Entry profile and <a href="https://www.reliablevisas.com/">express their interest</a> in settling in Saskatchewan.</p>
<p>The second is the <a href="https://www.reliablevisas.com/">Saskatchewan Occupation In-Demand</a> stream, which does not require one to have an Express Entry profile. The stream is designed to bring skilled workers to fill labour market needs. To be eligible, an applicant must have at least one year of work experience in one of the positions included on Saskatchewan’s Occupations In-Demand list.</p>
<p>Saskatchewan regularly issues invitations through these two streams. So far this year, 2,733 Saskatchewan Express Entry and 3,433 Occupations In-Demand candidates have been invited. In all, 6,166 invitations have so far been issued through these two streams in 2021.  This is close to the number of invitations issued by Ontario through its <a href="https://www.reliablevisas.com/">Human Capital Priorities Stream</a>, another PNP stream that does <a href="https://www.reliablevisas.com/">not require a job offer</a> and is considered as one of the most active in the country.</p>
<h2>International Skilled Worker: Express Entry Requirements</h2>
<p>This sub-category is for candidates who do not have a job offer in Saskatchewan but have experience in an in-demand occupation.  More specifically candidates must meet these requirements:</p>

<p>This sub-category is for applicants who do not have a job offer in Saskatchewan but are highly qualified in an occupation in demand. More specifically candidates must meet these requirements:</p>

<li>have sufficient funds to cover settlement costs in Saskatchewan.</li>

<p>The <a href="https://www.reliablevisas.com/">Manitoba Provincial Nominee Program</a> (MPNP) invited a total of 426 immigration candidates across three <a href="https://www.reliablevisas.com/">Provincial Nominee Programs</a> (PNPs):</p>
<ul>
<li><a href="https://www.reliablevisas.com/">Skilled Workers in Manitoba</a> — 350 invitations with a minimum EOI score of 446;</li>
<li><a href="https://www.reliablevisas.com/">Skilled Workers Overseas</a> — 21 invitations with a minimum EOI score of 729; and</li>
<li><a href="https://www.reliablevisas.com/">International Education Stream</a> — 55 invitations with no EOI score requirement.</li>
</ul>
<p>Among these invitations, 84 went to candidates in the <a href="https://www.reliablevisas.com/">Express Entry</a> system.</p>

The highest-scoring candidates receive invitations to apply for permanent residence through regular <a href="https://www.reliablevisas.com/">Express Entry draws</a>.</p>
<p>It is possible to skip the PNP process and <a href="https://www.reliablevisas.com/">receive a permanent residence invitation</a> by directly applying through Express Entry. However, a provincial nomination means an automatic 600 CRS points, which effectively guarantees candidates will receive an <a href="https://www.reliablevisas.com/">Invitation to Apply</a> (ITA) in a subsequent <a href="https://www.reliablevisas.com/">Express Entry draw</a>.</p>
<h3>Manitoba immigration programs</h3>
<p>Manitoba manages its <a href="https://www.reliablevisas.com/">immigration programs</a> through the MPNP, which supports immigration applications to the federal government. Canadian provinces do not have the ability to give out permanent residency status, but they can help an application along by issuing provincial nominations.</p>

<p>If you want to benefit from a nomination from Manitoba, you need to register an Expression of Interest with the MPNP. This puts you in a position to receive an LAA through the <a href="https://www.reliablevisas.com/">Skilled Workers in Manitoba</a> and <a href="https://www.reliablevisas.com/">Skilled Workers Overseas</a> streams.</p>
<p>Manitoba then ranks candidates out of 1,000 points for their human capital factors, as well as their connections to the province.</p>
<p>The Skilled Workers Overseas Category and Skilled Workers in Manitoba categories are designed to allow the province to identify candidates who meet its labour market needs.</p>
<p>Candidates overseas need to demonstrate connections to Manitoba through the likes of close family ties, previous experience in the province, or an invitation through one of Manitoba’s Strategic Recruitment Initiatives. You do not need to be living in Manitoba at the time of your application to be eligible.</p>

<p>The <a href="https://www.reliablevisas.com/">Alberta Immigrant Nominee Program</a> (AINP) invited 275 <a href="https://www.reliablevisas.com/">Express Entry</a> candidates with scores of at least 300 to apply for a provincial nomination.</p>
<p>All in all, Alberta held four <a href="https://www.reliablevisas.com/">Alberta Express Entry stream</a> draws in September, each with minimum score requirements of 300. A total of 1,610 invitations were issued last month alone.</p>
<p>Alberta has now invited 5,617 Express Entry candidates to apply for a provincial nomination since it resumed invitation rounds in <a href="https://www.reliablevisas.com/">January 2021</a>. It had taken a temporary hiatus in the latter months of 2020. The draws send invitations to Express Entry candidates to apply for a nomination certificate, which will greatly support their permanent residency application. This year, Alberta is allowed to issue 6,250 nomination certificates.</p>

<h3>How does the Alberta Express Entry Stream work?</h3>
<p>The <a href="https://www.reliablevisas.com/">Alberta Express Entry stream</a> is an enhanced <a href="https://www.reliablevisas.com/">Provincial Nominee Program</a> (PNP). It allows the provincial government to search the federal government’s <a href="https://www.reliablevisas.com/">Express Entry pool of candidates</a> for profiles of people who may be eligible for a provincial nomination.</p>
<p>Express Entry is the application management system for the three <a href="https://www.canadavisa.com/canada-skilled-worker-immigration.html">Federal High Skilled</a> programs: <a href="https://www.reliablevisas.com/">Canadian Experience Class</a>, <a href="https://www.reliablevisas.com/">Federal Skilled Worker Program</a>, and <a href="https://www.reliablevisas.com/">Federal Skilled Trades Program</a>.</p>

<p>It is possible to immigrate through the Express Entry system without a provincial nomination, however, people who have lower CRS scores may opt for a PNP. Provincial nominees automatically get 600 points added to their overall score. If the lowest-scoring candidates in the new Alberta draw receive the nomination, their new CRS scores will be 900, more than enough to be invited in a subsequent Express Entry draw.</p>
<h3>Alberta Express Entry Stream Eligibility</h3>
<p>In order to be eligible for the provincial nomination through the Alberta Express Entry stream, you need to have work experience in an eligible occupation.</p>
<p>The AINP does not provide a list of eligible occupations, rather it offers a list of occupations that <a href="https://www.reliablevisas.com/">are not eligible</a> for the stream. Many who apply under this stream work as food service supervisors, transport truck drivers, and cooks <a href="https://www.reliablevisas.com/">among others</a>.</p>

This is the first time in over a year the score has dropped 10 points from the standard 80 minimum points.</p>
<p>Invited candidates now have 30 calendar days to apply for the nomination.</p>
<p>So far in 2021, British Columbia has issued over 9,000 invitations to apply for provincial nomination.</p>
<h3>About the BC PNP Tech program</h3>
<p>The <a href="https://www.reliablevisas.com/">BC PNP Tech</a> was launched in May 2017 as a pilot project following a <a href="https://www.reliablevisas.com/">labour market study</a> that found the biggest issue facing B.C.’s technology sector was access to talent. Following the success of the project, B.C <a href="https://www.reliablevisas.com/">made it a permanent program</a>. The program is designed to enable employers in British Columbia’s technology sector to continue to attract and select international talent when qualified workers are not available locally.</p>

<p>More specifically, the BC PNP Tech is a fast-track immigration pathway for in-demand tech workers and international students. Candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of <a href="https://www.reliablevisas.com/">29 eligible occupations</a> to qualify for the stream.</p>
<p>Unlike other BC PNP streams, job offers under the BC PNP Tech must be for a minimum of one year, with at least 120 days remaining at the time of application to the BC PNP. It must also be full-time and from an eligible employer in the province.</p>
<p>Invitations through the province’s tech program are sent out weekly to the top-scoring candidates who meet the eligibility requirements.</p>
<p>Candidates who are invited to apply for a provincial nomination will need to submit a complete application. Once this is done, most tech applications will be processed within two to three months.</p>
